, john. i don't believe it is a mandate. >> why isn't a mandate if it is such a big win? >> a mandate for what? a mandate to work together, certainly the entire country wants that. but the real fire bell in the night on this election is for the republican party. there are 100 million folks in this country who are black, brown, asian, hispanic, middle eastern, they voted between 70 and 90% democratic and the white vote only went by 18 points to mitt romney. john of the seven largest states in the country, illinois, new york, pennsylvania, california have gone democratic in six straight elections. the other two, ohio and florida have swung democratic in two elections. and in texas, the white folks in chief connection texas -- texas are now a minority. >>> do you think this was a split verdict? >> not at all. the president won 51.4% of the popular vote which he becomes the sixth president in history to win two terms with over 50% of the dwight eisenhower, i might add. he won an electoral college landslide. george w. bush with a much smaller electoral win pronounced he had a mandate. this

you see this? >> senator john mccain and senator lindsey graham both said today that they want to have watergate-style hearings on the attack at the u.s. consulate in benghazi. and that if you nominate susan rice for secretary of state, they will do everything in their power to block her nomination. as senator graham said, he simply doesn't trust ambassador rice after what she said about benghazi. i would like your reaction to that and would those threats deter from making a nomination like that? >> first of all, i'm not going to comment at this point on various nominations that i'll put forward to fill out my cabinet for the second term. those are things that are still being discussed. but let me say specifically about susan rice. she has done exemplary work. she has represented the united states and our interests in the united nations with skill and professionalism and toughness and grace. as i've said before, she made an appearance at the request of the white house in which she gave her best understanding of the intelligence that had been provided to her. if senator mccain and senat

isn't what it was supposed to be, was it? joining me is republican strategist john feehery and democratic strategist bob shrum. did you hear that, feehery? >> yes, sir. >> okay. good. the republican party can no longer count on white voters to carry them to victory in national elections. the white proportion dropped two points, from 72 puff -- actually went to 72% from 74%. while the minority percentage steadily is rising. here is how the 2012 election broke down by racial group. president obama won just 39% of the white vote down from 49% 43% last time, but he outperforms by so much in other demographic groups, he overcomes the white voter deficit. obama got 93% of the black vote on tuesday, 71% of the latino vote. by the way, that's a big difference from the way "w" did it. "w" did pretty well among latino voters, and he got 73% of the asian vote. bob shrum, i want to start with this. we all know looking around and who we know, the country is changing. a lot more people moving to this country from the south, less so from europe, more from asia, south asia, india, pakistan

a fear of possible economic collapse is a recurring theme. speaker of the house john boehner seem interested in a compromise with democrats that could keep the country from plunging off the so-called fiscal cliff. while florida is still official officially too close to call even without its 29 collect 29 electoral college votes mr. obama won with a hefty 303 electoral votes but a mere 53% of the popular votes begging the question, was it a mandate or a draw. the president promised to reach out to leaders of both parties. speaker boehner appeared to be ready to take him up on his offer with hundreds of billions in tax hikes that could tank the economy, boehner staked out this position on behalf of his caucus. >> for the purposes of bipartisan agreement that begins to solve the problem we're willing to accept new revenue under the right conditions. what matters is where the increase revenue comes from and what type of reform comes with it. >> eliot: a few hours earlier harry reid also called for compromise. >> it's better to dance than to fight. it's better to work together. everyth

an excellent job and is grateful for her service. yes, john. >> jay, this investigation has been going on for months. how is it that the white house didn't have any idea of this until the day after the election, and then congress a few days later? >> i would prefer you to the fbi. they have -- as i understand it protocols in place for when they notify the legislative and executive branches of investigations. and, you know, it is simply a fact that the white house was not aware of the situation regarding general petraeus until wednesday, and the situation regarding general allen until friday. so, you know, the fbi is the place to go in terms of an explanation of the protocols they follow. but i understand that that is the answer that they will give, that there are protocols they follow, that govern how they inform the various branches of government of these kinds of investigations. >> do you understand how people would think this is utterly bizarre, i mean the day after the election, and the anger you're hearing on capitol hill that they didn't know this was going on, at least the timin

and the david petraeus scandal. >> the top dollar not dennis staunton general john allen so in the spot light leading to questions reaching the top general john allen is also in the spotlight. >> they are expected to agree on exactly what they know about the petraeus scandal as the search for answers continues for the first time we see the woman at the center of it all paula eating and drinking behind closed doors of her brothers tom and washington, d.c. this as the scandal seems to widen and the spotlight shines on the top commander in afghanistan, general john allen. >> the president thinks very high of general john allen and the job he has done in. >> issue of support from the white house, -- officials uncovered thousands of what they called potentially inappropriate e-mails between general john allen and a jill kelly the woman who sparked the investigation. general allan says he did nothing wrong. >> until he proves otherwise i did nothing inappropriate. >> will those involved in the case have been quiet in a 911 call, jill says she needs diplomatic protection because she is honorary coun

scandal that forced out cia director david petraeus. forced him to resign. general john allen, the commander of u.s. and nato forces in afghanistan is now under investigation for alleged inappropriate communications with jill kelley. now investigators are said to be looking into the 20,000 to 30,000 pages of e-mails and other documents that he sent to her. kelley, of course, is the florida woman whose original complaint to the fbi about threatening e-mails inadvertently exposed the affair between general petraeus and paula broadwell. meantime a team of fbi agents searched broadwell's home in charlotte, north carolina, overnight, and spent nearly five hours there wrapping up just after 1:00 in the morning. "wall street journal" is reporting that the fbi agent who launched the petraeus investigation himself is under investigation. in part because he sent shirtless pictures of himself to jill kelley. jill kelley, the woman who kicked off all of this investigation, by complaining about the e-mails that she was getting from the petraeus mistress. so the agent, who knew kelley, alle

who had writer a book. joining me john harwood, chief washington correspondent for cnbc. good to see you. >> hey, craig. >> what do we know at this point about the fbi investigation? >> well, not all that much. but what we do know is that the investigation began into e-mails that paula broadwell was sending to another woman. so it started away from petraeus, and then led to petraeus because of the nature of his exchanges with paula broadwell. don't know whether that fbi investigation is going to produce a prosecution or anything further. but that's how it appears to have started. it doesn't appear that this has anything to do with other extraneous issues that people have talked about, benghazi or any big geopolitical thing. it seems to be extremely personal. >> what has been the reaction from the white house? and what are you hearing from people on the hill? >> well, i think everybody is disappointed. you know, dianne feinstein, veteran democrat from california just reelected herself the other night, a veteran of the intelligence committee said she wished that president obama had not

. what struck me yesterday with john boehner he was saying as we approach the fiscal cliff, boehner was saying yesterday that the bottom line for republicans after this election is the same as it's been for 22 years. that is, that any kind of income tax hike, especially for the wealthy, is off the table for them. do you have a sense of what the white house is thinking is on the table? we approach january 1st. is it that they are really eager mainly to strike a grand bargain they can sell as a major bipartisan achievement? is the idea of fighting past january 1st if necessary to get rid of the bush tax cuts for the wealthy americans more of a priority for them? >> no. i think they want a deal if they can get it. you're right to listen closely to john boehner, because what he had is he'll accept some revenues in the context of tax reform, a big, wonderful, fuzzy nebulous idea. what he won't expect initially is a change in the rates. of course, that's what it's about. it's about the rates for the highest income earners. and that's where john boehner is refusing to start out in the nego

ahead to the fiscal cliff. john boehner has reiterated that the newly elected house republican majority is opposed to raising tax rates. they're willing to accept new revenue under certain conditions. what is your reaction to that? despite the pledge that most of them have signed? >> if we had a recovery the strength of reagan's recovery, there would be 10 million more americans at work today. but we take rate in's path of less spending and regulation, -- reagan's path of less spending and regulation, he has a million more americans at work today than obama does. i would rather have his recovery and all the revenue that flows from that. if you grew 4% a year instead of 2%. the difference between growing from 4% instead of 2% is $5 trillion in additional revenue to the federal government. nobody is talking but raising taxes $5 trillion. why not focus to reduce rates, have lower taxes, it to get more growth. you actually net more additional revenue. >> it seems like john boehner is now willing to get that revenue not just from the economic growth that is not scored by the congressional bu

to compromise. i'm open to new ideas. i'm committed to solving our fiscal challenges. chris: but john boehner is holding firm against one of the president's main campaign pledges. >> everyone wants to get our economy moving again, everyone wants to get more americans back to work again. raising tax rates will slow down our ability to create the jobs that everyone says they want. chris: in your book, the price of politics, a heck of a book. you talk about how debt negotiations fell apart the last time, we tried it in the summer of 2011. will the speaker, we just saw, have the strength to lead his party even if he has to fight for the tea party? >> their camouflage is tax reform and they're going to do that over time. so the rates could come down. the really interesting thing is when you examine the detail of this, last year they were close. they actually could have worked out some agreement and it blew up because of the president asking for more revenue and that was the limit for them. i think it is a moment of necessity to a certain extent. they can't avoid this now. chris: reporting challeng

with her life. good morning, everyone. welcome to "early start," i'm john berman. >> and i'm zoraida sambolin. nice to have you with us this morning. it's 5:00 a.m. in the east. up first, 63 days and counting until we head to the fiscal cliff. if these two men cannot find a way to compromise the impact on the economy could be catastrophic. president obama delivers a big economic speech in about eight hours, and he wants tax cuts for the wealthy to extire. house speaker john boehner drawing this line in the sand. >> raising tax rates is unacceptable. and, frankly, it couldn't even pass the house. i'm not sure it can pass the senate. >> white house correspondent brianna keilar is live from washington, d.c. for us this morning. brianna, speaker boehner seemed to be offering the president on olive branch earlier this week when he talked about the possibility of increasing revenue. but here he's taking a hard stance against tax increases. what does that say about the chances of a compromise? >> well, it may actually sound kind of like it's splitting hairs. but it's really two different th

john boehner talking about the fact on the issue that has divided them on the fiscal cliff issue saying clearly that he does not want to raise taxes. he did say that maybe he would be for some kind of raising some kind of revenue. he didn't say what that means but talked about broad tax reform. on the other side of the capital. you saw right there the senate majority leader harry reid feeling like he has leverage here, it was a clear-cut issue, but also because of the mechanics of it. if nobody does anything, taxes will go up. so democrats realize that, they feel like they are probably right. democrats realize that. >> and there is motivation to do something. >> absolutely. >> there was a private conference call that boehner had with his caucus. what do you know about it? >> we were told this was a call where all house republicans were on it. he was sober and he tried to buck everyone up and said that s we are the last line of defense from an american that barack obama would design. he also had a clear message for rank and file. hold your fire. i need to have running room. i need to hav

on the table. the president says you know, you've got to repeal these tax cuts for the wealthy, john boehner says no, we're going to stunt growth in the economy if we do that. i think they all agree you have to extend tax cuts at least for the middle class, that's kind of the intersection of the diagram, if you will, where they do agree. the question that i have is there is a way to increase tax rates for the wealthy without just raising the rate to 39.6 from 35, is there a way to do that, say, through tax reform, where you cap deductions for the wealthiest taxpayers, and in effect they will pay a higher rate, but you won't call it a higher rate. so, is that a matter of semantics? >> he says the wealthiest to pay a little more in taxes. i didn't hear him use the number 35% or 39.6%. >> exactly. >> so if they eliminate a lot of deductions and say if you're making more than than amount of money, you're not going to be eligible for these deductions, these loopholes, these tax credits or whatever, is that an area where they can exrie myself. >> he's had a proposal exactly to that effect in the l
